Health and Energy are 4b*1, at least in single player.  Didn't try multiplayer.

I believe most everything else is server-side to facilitate the multiplayer component of the game (credits, gold, attribute points, etc).  You can edit the number of attribute points you have to spend, but when you actually hit confirm, it does not raise the stats accordingly.
