Yes, they can see all your medals.
But the medal system is still in beta, if you're that paranoid about someone seeing your medal order, just blame the system. It's been really fucked up the past week, the past two days have been the worst ever since it was implemented. Aabout 5 separate major bugs beside all the minor ones... causing people to get medals out of order, not getting them at all, NG API gateway errors, etc etc. Medal order is not enough proof to get someone's medals ripped, so says the staff.
