SAS4 is a Co-Operative PvE type of game, even though you can play with other people you can't play against so it should be within regulations.

I wanted to ask for Bloons Tower Defense Battles too but that's a PvP game and that is probably against the rules I reckon?

For kongregate or newground etc game portal site, new game will be submitted automatically into the game database when visiting the game page if you installed Konghack Injector userscript, in most case the game has been submit by other member already. It will be in game database, but to open a new topic for the game, new topic of the game with exact game name in the respective sub forum.
Search if there is already a topic before making new please.

For facebook game, it need admin to add to game database. If want to submit hack but can't find the game topic/game database entry, just open a new topic for the game and post hack as a post, with game link, and description if need. The admin should add the game into database later, and the hack can be submit (again :) into hack database then.
