EDIT: Does the dev speed hack also affect the regen rate of materials?

You have to use speed hack to pause the game at the loading screen. That seems to work for me. When successful, you'll get two small arrow (<< ... >>) under the pause button.

here's how to solve it:
enable the dev speed hack first.  it must be enabled while client receives this "static dump" when first S&P2 picture shows up.
 if you enable at  this "next day" screen (when game is fully loaded), its too late. all other hacks can be enabled at "next day" screen it seems.

i have 5-6 hacks running too, and dev speed is at postition 1. after that the other hacks are enabled. and it works in conjunction with "faster movement".
