how did you scan for them manually while avoiding honeypots and govs? |

You can never be sure that you will avoid honeypots but there are huge lists of IP addresses known to belong to government agencies and other adresses you want to avoid. Generally spoken you should avoid scanning manually all together to not get in trouble. |

I didn't think anyone would ever think a connection to a free public proxy was safe. edit: even "trusted" solutions like TOR are vulnerable. Traffic correlation is trivial for a state agency. |
